“Why so high?”: Electricity cost increases in Ilocos Norte

LAOAG CITY, Ilocos Norte—Electricity cost in Ilocos Norte increases. According to Department of Energy (DOE) Secretary Vicencio Dizon, they have received numerous reports of complaints regarding the increasing cost of electricity, in a press conference held Divine Word College of Laoag on November 21.

Verified surge increase
Dizon stated that they have verified and indeed, there has been a surge with an average of 32% increase within six months.

This was proven after they checked an ordinary citizen’s electric consumption through their bill from Ilocos Norte Electric Cooperative (INEC).

As of November 2025, electric cost is now ₱10 in comparison to March when it was only ₱7.6.

Not the first time
He also said that this is not the first time they received lots of complaints from citizens.

“This isn’t the first time there have been so many complaints…” he stated.

With that, he aims to solve the crisis by stabilizing the cost of electricity; along with the help of other parts of the government.

Stabilizing the cost
He mentioned they will hold a dialogue with INEC’s board of directors to try and see the problem.

Dizon said that they will have an energy audit to see if the increase is justified for ordinary families to pay and to ask the question: where truly is INEC’s energy source coming from? Which is important to fully know the reason behind the increase.

In line with that, a press conference on the subject of stabilizing the cost of electricity in Ilocos Norte is scheduled for tomorrow, November 22. It will be joined by Ilocos Norte Governor Cecilia Araneta Marcos and the Sangguniang Panlungsod Members.
